NOTICE OF CONSULTATION SECTION 106 OF THE NATIONAL HISTORIC PRESERVATION ACT OF 1966 AS AMENDED (2006) INSTALLATION OF PAVEMENT PRESERVATION STRATEGIES AND SURFACE TREATMENTS AT VARIOUS LOCATIONS DISTRICTS: NORTH KOHALA, SOUTH KOHALA, HAMAKUA, NORTH HILO, SOUTH HILO, KAU, PUNA, SOUTH KONA, NORTH KONA ISLAND OF HAWAII, VARIOUS AHUPUAA FEDERAL-AID PROJECT NUMBER: STP-0100(077) TAX MAP KEY(S): VARIOUS Notice is hereby given that the Federal Highway Administration and State of Hawaii Department of Transportation (HDOT), Highways Division propose a maintenance project. This proposed project is a federally funded HDOT project. It will be considered a federal action and undertaking, as defined by Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended (2006). The scope of work includes pavement reconstruction, cold planing, resurfacing, and surface treatment for the following State Highway project limits. The begin and end mile posts project limits for route 11 are: 16.53 23.53, 45.53 48.87, 51.43 60.84, and 84.00 91.14. The begin and end mile posts project limits for route 19 are: 0.00 2.45, 15.32 25.76, 26.74 27.68, 28.75 32.76, 35.75 39.75, and 90.08 92.44. The begin and end mile posts project limits for route 190 are: 1.00 31.99. The begin and end mile posts project limits for route 220 are: 0.00 3.77. The begin and end mile posts project limits for route 270 are: 1.52 13.26. The Area of Potential Effects for the project is the State Highway right-of-way for the project limits mentioned above, specifically the paved roadway, shoulders and previously disturbed areas. The total APE area is approximately 327 acres for Route 11, approximately 294 acres for Route 19, approximately 376 acres for Route 190, approximately 46 acres for Route 220, and approximately 142 acres for Route 270. All proposed work will take place within the existing asphalt pavement structure. Staging areas will be within the paved shoulder, graded areas, and/or previously disturbed areas.
