NOTICE OF PROPOSED WATER POLLUTION CONTROL PERMIT WAILOA RIVER STATE RECREATION AREA IMPROVEMENTS HILO, ISLAND OF HAWAII NPDES PERMIT NO. HI S000520 DOCKET NO. HI S000520 August 9, 2017 The State Department of Health (DOH) tentatively proposes to issue a National Pollutant Discharge Elimination System (NPDES) permit to discharge storm water associated with construction activity from the Wailoa River State Recreation Area Improvments project site, to receiving State waters, subject to special conditions to: STATE OF HAWAII DEPARTMENT OF LAND AND NATURAL RESOURCES (DLNR) ENGINEERING DIVISION The proposed permit for the new discharge will expire five (5) years from the date of issuance. The project is located at the Wailoa River State Recreation Area, bordered to the north by Kamehameha Avenue, bordered to the east by Manono Street, and bordered to the west by Waiakea Pond and Wailoa River, Hilo on the Island of Hawaii (see Application dated April 10, 2017 for specific location). The scope of work includes construction of a new asphalt concrete pavement pathway, accessible family units, drainage swale, re-pavement of the parking lot, and miscellaneous repairs to existing structures. The receiving water, Waiakea Pond, is classified by the DOH as a Class 1, Inland Water. The receiving water, Wailoa River, is classified by the DOH as a Class 1, Inland Estuary. The objective of Class 1 waters is for these waters to remain in their natural state as nearly as possible with an absolute minimum of pollution from any human-caused source or action. To the extent possible, the wilderness character of these areas shall be protected. Persons wishing to comment upon or object to the proposed NPDES permit or to request a public hearing, should submit their comments or requests in writing no later than 30 calendar days after the date of this notice, either in person or by mail, to: Clean Water Branch Environmental Management Division Department of Health 919 Ala Moana Boulevard, Room 301 Honolulu, HI 96814-4920 Copies of the proposed public notice permit and other information are available for public inspection, Monday through Friday (excluding holidays) from 7:45 a.m. until 4:15 p.m., at the DOH office address shown above; the Kona District Health Office, 79 1020 Haukapila St., Room 115, Kealakekua, HI 96750; the Hilo District Health Office, 1582 Kamehameha Ave., Hilo, HI 96720; and the WPC Viewer located at: http://eha web.doh.hawaii.gov/wpc-viewer/.
